I have $ 4000 cash but Im looking at cars in the $ 11,000-$ 14,000 range so I need a little financing. Whats the best way to get a deal and do I still have the ability to barter the price down if I need financing? Or is that only when you have 100% cash?

How you are paying has no direct value on the price you are paying for the vehicle.
The dealer gets all of their money, upfront, through you paying them or your lender paying them (financing), so it doesn't matter to them.

Unless you are going to pay 100% cash for a car, you need to shop for financing just like you shop for a car. This means getting approved by your bank or credit union (credit unions have better rates) before stepping foot into a dealership.

Finance guys at dealerships get kickbacks by working with certain lenders, so they will offer you a rate based on what is best for them, even if it means you pay more because the interest rate is higher. A credit union will give you a rate that is best for you. Plus, you can use it as a comparable or a negotiating tool if you choose to finance through the dealer.
